Emilia Istrate is Vice President for Resource Development at NCBA CLUSA, where she leads thought leadership, membership and domestic business development, including the activities of NCBA CLUSA’s Council of Cooperative Economists. Previously, she was the National Association of Counties (NACo) Counties Futures Lab managing director. In this position, she led a wide-ranging innovation and membership strategy through analytics, content and outreach with members, corporate sponsors and other strategic partners. Her award-winning data visualization County Explorer receives more than 1.7 million visits annually.
Emilia currently serves as a Non-Resident Senior Scholar with the George Washington University Institute of Public Policy. Prior to NACo, Emilia served with Brookings, George Mason University and contracted with the United Nations Economic Commission for Europe. She is a member of the U.S. Census Bureau’s American Community Survey (ACS) Data Users Steering Committee. Emilia holds a Ph.D. in Public Policy from GMU and graduate degrees in International Studies and International Economics from Johns Hopkins University and the Diplomatic Academy of Vienna, Austria.
